Helvetas and National Authority on Cyber Security as part of Western Balkans Cybersecurity Conference 2025

Helvetas Albania continues to play a key role in supporting digital transformation and data protection in Albania. In close partnership with the National Authority for Cyber Security (AKSK), Helvetas is working to advance cybersecurity standards and implement ISO 27701, the international standard for privacy information management.

As part of this long-term collaboration, AKSK participated in the Western Balkans Cybersecurity Conference 2025, organized by the Regional Cooperation Council (RCC) and the Western Balkan Cyber Capacity Center (Wb3C). This high-level event brought together key stakeholders from across the region to address the growing challenges and opportunities in cybersecurity.

The event highlighted the urgent need for stronger digital protection in the Western Balkans. According to data shared by the RCC, 85% of the region’s population is now online—engaging in shopping, banking, and education—but often without adequate protection. Cyber incidents increased by 40% in the past year alone, compromising over 1.2 million personal records. Ransomware attacks have surged by 200% in just two years, with average ransom demands reaching €150,000 and some exceeding €1 million.

Despite the region’s strong performance in ICT education—7% of graduates hold ICT degrees, compared to the EU average of 4.5%—there remains a significant shortage of skilled professionals. Public institutions, in particular, face challenges in attracting and retaining talent due to competition from the private sector and higher salaries offered in EU countries.

The event also emphasized the importance of regional cooperation and institutional development. While digital services are expanding—31% of citizens use online banking, 36% shop online, and 27% access digital education—only 20% currently use e-government services. This highlights the need for continued investment in digital infrastructure and public trust.

One of the key messages of the event was the connection between cybersecurity and the EU integration process. Cybersecurity and digitalization are central to the Western Balkans Growth Plan and the EU Agenda, particularly under Chapter 10 of the acquis communautaire, which focuses on digital transformation and media.

Helvetas Albania and AKSK are committed to addressing these challenges through strategic collaboration, capacity building, and the implementation of international standards such as ISO 27701. Their joint efforts aim to create a safer, more resilient digital environment that supports inclusive growth and accelerates the region’s path toward EU membership.
